Mayor - Nemanja Delić

gradonacelnikNemanja Delić was born in 1975 in Sombor. He spent his early childhood in Gakovo where his parents worked as teachers. He attended primary and grammar school in Sombor and graduated from the Faculty of Law at Belgrade University. He did his internship at a bank and later performed administration work for local governments of Kovačica and Sombor. He has been employed with the City of Sombor since October 2003 where he worked in the Department of Public Services and Utilities and in the General Administration Department. He has undergone basic and advanced training in writing project proposals and project cycle management. After the 2008 election, on 10 June 2008, he was appointed president of the City Assembly. He has been a member of the Democratic Party since 1993. He is a member of the DS Party Provincial Committee on Local Self-Government. His hobby is music; he is fluent in English and also speaks some Russian. He is married and has a daughter, Milica and son Uroš.

The Mayor performs the following duties:    

  1. acts for and on behalf of the City;
  2. proposes resolutions of matters decided upon by the Assembly;
  3. acts as the commander for budget execution;
  4. directs and harmonises activities of the City Administration;
  5. issues individual acts within the scope of their authority given by the law, other regulation, the Statute or by an ordinance enacted by the Assembly;
  6. performs other duties as stipulated by the Statute and other acts of the City.

Apart from the activities pursuant to the previous paragraph, the Mayor also carries out the following activities stipulated by the Statute:

  1. reports to the Assembly on budget execution;
  2. decides on taking short term loans for financing liquidity deficits occurring due to unbalanced movements in budget revenues and expenditures, in accordance with stipulations of the law that regulates public debt;
  3. decides on alteration in appropriation during a year, in accordance with legislation that regulates the budgetary system; 
  4. approves general acts of budget beneficiaries which stipulate the number and structure of employees; 
  5. decides upon use of funds from permanent and current budget reserves, in accordance with legislation that regulates the budgetary system; 
  6. establishes advisory expert working groups for certain matters within their authority;

The Mayor gets elected by the Assembly, from the aldermen, for a period of four years, by anonymous voting, with a majority of the total number of the aldermen.
