Organised waste disposal dates back to the time when Sombor gained the status of a free imperial city, in 1749. Article 27 of the city Statute of that time stipulates: ‘Not only to beautify the city but also health wise, the Magistrate with the Community shall strive to maintain city cleanliness, to mend damaged roads, and when possible, waste and trash shall be removed within a reasonable time’.
Following many reorganisations and a transformation, the company has been operating in its current form since 1992, as Public Utility Company ‘Čistoća’ Sombor.
PUC ‘Čistoća’ is a medium sized company, with 250 employees, occasionally hiring approximately 70 additional seasonal workers.
Appropriate qualification structure, sufficient equipment and vehicles, with suitable internal organisation, provide grounds for the company to satisfy requirements of its founder – the City Assembly as well as requirements of individual citizens and other users of its services.
Waste Disposal and Storage Department deals with waste removal and disposal and cleaning up unregulated landfills. Furthermore, the department provides additional public services such as extra waste removal with or without using containers, excavation and loading with trench diggers, waste material storage, setting up posters, water transportation, transportation of industrial and slaughter house waste.
Public Hygiene Department deals with cleaning roads and pavements, collecting waste from public places, sweeping and snow and ice removal from public places. The programme encompasses street sweeping throughout the city centre, sweeping all major routes and the Selenča settlement (area around blocks of flats). The department sweeps 36 942 m2 of roads and other public surfaces every day in the Zone 1 and, twice a week, 38 495 m2 of roads in Zone 2.
Recycling Department deals with collection, disposal, recycling and sales of recyclables (plastic, glass, tin cans).
Maintenance Department deals with service and repair of utility vehicles, passenger and goods vehicles, power mowers and other utility machinery, manufacturing and repair of waste containers and trash bins of all types and sizes, manufacturing and sales of containers and other metal goods: park and cemetery benches, waste separators, locksmith and metalsmith services.
Greenery Department deals with maintaining urban greenery as defined by the Plan and programme adopted by the City Assembly. Mowing regime encompasses 543 699 m2 of lawns, 4 857 meters of hedge, trimming bushes and maintaining an area of 30 459 m2, about 500 m2 of floral areas, pruning hundreds of trees and cleaning numerous park paths as well as tens of thousands square meters of lawns and green wedges for third parties.
Nursery Department produces and sells all types of dendrological material and seedlings, potted plants and cut flowers, makes natural and artificial flower arrangements. The nursery produces about 70 000 seedlings for public surfaces and sales per season. There are currently about 130 000 various cuttings, about 2 000 roses for sales in the company’s own flower shops and several thousands of pieces of other flowers and decorative shrubs.
Cemetery Maintenance Department provides grave building and burial services, funeral transport in the country and abroad, maintains cemeteries, sells funeral equipment and manufactures and sells concrete products.
PUC ‘VODOKANAL’
Public Utility Company ‘Vodokanal’ was established by the Ordinance No. 03-331/1 adopted by the Sombor City People’s Board on 17 January 1961. As a public utility institution, ‘Vodokanal’ was put in charge of public water supply and sewerage system construction and maintenance in Sombor.
The Public Utility Company ‘Vodokanal’ provides the citizens with:
• high quality water supply – sufficient quantity of safe drinking water, constant 4.4 bar water pressure in the system from city source
• draining and purification of waste water – a general concept of wastewater evacuation involves collective drainage and purification of all waste water from households and industry. The sewerage system is separate (separate stormwater and sanitary sewer lines). Receiving water for purified wastewater is the Mostonga, i.e.
• water supply and sewerage system construction – the technical department carries out all construction work on the water supply and sewerage system. The company is licensed by the authorised Ministry to perform the construction work. The PUC ‘Vodokanal’ owns a significant number of utility machines and vehicles, as well as goods vehicles.
PUC ‘PARKING SERVICE SOMBOR’
Pursuant to the Public Utilities Law (‘Official Gazette RS’ No.16/97 and 42/98) as well as the Public Utility Companies and Public Service Law (‘Official Gazette RS’ No. 25/2000, 25/2002), and provisions of the Statute of The City of Sombor (‘Official Gazette of The City of Sombor’ No. 7/2002), the Sombor Municipal Assembly has, by its ordinance, established the PUC ‘Parking Service Sombor’ and authorised it to manage, utilise and maintain public parking lots in the territory of Sombor municipality, as well as to tow and store improperly parked vehicles.
The PUC ‘Parking servis Sombor’ has been established with the aim to manage the parking lots, within an organised system, with price politics, as well as modern parking lot payment and control methods, in such a way to regulate the parking system, reduce traffic in the city centre, provide enough parking lots, and therefore protect the citizen’s interests.
The first commercial parking lots in Sombor appeared on 15 March 2006. On 1 June 2006, the PUC ‘Parking Service Sombor’ introduced an information system for parking payment and control - ‘SMS4Parking’ enabling the citizens to pay for parking using their mobile phones, via simple SMS text.
PUC ‘ENERGANA’ SOMBOR
The main activities of the Public Utility Company ‘Energana’ involve production and distribution of thermal energy.
The Company delivers thermal energy to 4 000 flats and to a substantial number of businesses (130).
Installed production capacity is around 50 MW. Length of heating pipelines is 13 km. There are about a hundred of substations.
However, ‘Energana’ is not merely about boilers, pipes, substations… but there are people behind the technical system, who play an important role in satisfying user needs.
‘Energana’s’ field service is at users’ disposal 24/7, ready to respond within the shortest possible time upon receipt of complaint about a malfunction.
The company has 43 permanent employees. It is comprised of two departments - one for thermal energy production and one for maintenance of the district heating network.

PE ‘SOMBOR LAND DEVELOPMENT’
Established by an ordinance of the City of Sombor on 15 November 2007, for the purpose of arranging settlement patterns in the territory of the City of Sombor, and, especially, to perform activities regarding land development and protection and rational exploitation of land, activities regarding maintenance and construction of public utility buildings and street and traffic development and maintenance. The enterprise has 14 employees.
PE ‘URBANIZAM’ SOMBOR
PE ‘Urbanizam’ Sombor as a public enterprise carries out the following activities: the main activity of the company involves spatial and urban planning, i.e. developing spatial plans (municipal spatial plan) and urban plans (general city plan, general zoning plans for settlements, general zoning maps, detailed zoning maps) and urban development projects. Apart from the above mentioned the company deals with cultural heritage preservation, carries out professional analyses, creates studies and other technical documentation.
